This cistern, like the Hafiziya, Diwankhane and Haftan cisterns, was built by the order of Karim Khan Zand to provide drinking water for the people of Shiraz.

This cistern was built at the same time as the construct of Vakil Mosque .
The design of Vakil Shiraz cistern is inspired by Safavid architecture. Its construction is very strong and large. It has a huge reservoir. There are a stone staircase, a rectangular tank, ventilators and an arch.
Another significant point is that its architectural design of ventilators which were decorated with bricks in the most beautiful shape. Apparently, the purpose of using ventilations was to keep the water cool and help to ventilate the inside of the cister.
The water collected in this cistern was purified by salting.
